Mageragere: Chinese National Allegedly Accused of Sexual Abuse of a 15-Year-Old Girl, Family Awaits Justice

In Mageragere Sector, Nyarugenge District, within the City of Kigali, a serious case has been reported involving a Chinese national identified as Huang Zhong Kai, who is alleged to have sexually abused a 15-year-old girl.

These claims remain allegations that have not yet been confirmed by a court of law, prompting continued calls for competent authorities to carry out a thorough, impartial, and transparent investigation.

According to the child’s mother, Uwihoreye Berthilde, she formally wrote to the Executive Secretary of Mageragere Sector, Hategekimana Silas, requesting assistance to ensure that the case is properly followed up and that her child receives justice and full legal protection.

Following receipt of the complaint, sector authorities began gathering information and sought clarification from a mining company where the suspect is reported to have been working.

Information collected indicates that Huang Zhong Kai was residing in an area commonly known as Irebero, in Kigarama Sector, Kicukiro District. He is reported to have been born on May 11, 1961, in Jiangsu Province, China.

As part of the follow-up process, the Executive Secretary of Mageragere Sector, Hategekimana  Silas, officially wrote to the Rwanda Investigation Bureau (RIB), requesting a formal investigation into the alleged incident.

The letter was submitted to RIB Mageragere Station on August 26, 2025. However, to date, no official information has been released regarding the progress or findings of the investigation.

Meanwhile, there are allegations from some employees that a Chinese foreign national engaged in inappropriate behavior in Rwanda, including relationships with several girls, some of whom are reportedly underage. These claims have allegedly been mentioned in different institutions as well as on social media platforms.

This situation raises questions about whether Rwanda should continue to welcome foreigners who do not respect the country’s laws and cultural values.

At the same time, the child’s mother continues to wait for justice, stating that she has not yet received clear feedback regarding the status of her complaint.

Some journalists have also begun reporting that the current whereabouts of the child are unknown, raising serious concerns about her safety and future well-being.

This case remains under close follow-up, with security and justice institutions urged to provide transparent information and take swift action to ensure the protection of the child and the delivery of justice regarding the allegations.

It is also recalled that the alleged offenses involving sexual abuse of underage girls are said to have occurred in 2021, during the time when the suspect, Huang Zhong Kai, was working in Mageragere Sector, Nyarugenge District.

In Rwanda, Law No. 68/2018 of 30/08/2018 governing offences and penalties in general provides that defilement of a child is a very serious crime. Its provisions stipulate that any person who has sexual intercourse with a child under the age of 18 commits an offence, regardless of any alleged consent by the child, because the law considers that a child does not have the legal capacity to give such consent.

The law further provides that any person convicted of the offence of defilement of a child shall be punished with life imprisonment or imprisonment of not less than twenty (20) years, depending on how the offence was committed and the consequences it caused. Where the offence is committed by a person in a position of authority, someone responsible for the child’s upbringing, or an employer of the child in domestic work, the penalties are further aggravated.
